Morocco is a French-language delivery base where the state now pays part of a company's tax bill if it exports services, but the deal changes with the city it picks. The gap between the Casablanca-Rabat core and the secondary zones is the first thing to understand before shortlisting a supplier.
Key takeaways
- The sector reported 148,500 stable jobs and MAD 26.22 billion in service exports at the end of 2024, and targets about MAD 40 billion and 270,000 jobs by 2030 (FNH report of the minister's statement).
- Customer relations (CRM) and IT outsourcing (ITO) carry the volume: in the first half of 2025 ITO exports were MAD 5.25 billion and CRM MAD 4.19 billion, per preliminary Office des Changes data.
- Incentives under Circular 15/2025 differ by location. The cap on employee income tax drops from 20% to 10% of gross taxable income in the secondary zones.
- Three dated changes sit under any 2026 plan: GMT from 20 September, a new government from 16 October, and a data law with no breach notification duty.
Three ways to deliver from Morocco
Nearly every Moroccan offshoring pitch sits in one of three positions, and the incentive circular treats them differently. The circular, numbered 15/2025 and dated 21 November 2025, applies from 1 July 2025 to 31 December 2030, according to Upsilon Consulting's reading. It covers five streams: ITO, CRM, business process outsourcing (BPO), engineering services (ESO) and knowledge process outsourcing (KPO).
| Position | Where | What the company can claim | Typical fit | |---|---|---|---| | Main platform (P2I) | Casanearshore in Casablanca; Technopolis in Rabat | Income tax cap at 20% of gross taxable income, State coverage of 56% of the corporate tax rate on exported profit, employment and training bonuses | Large CRM and ITO centres with 100+ seats | | Secondary platform | Fès Shore, Oujda Shore, Tétouan Shore | Same package, income tax cap at 10% | Cost-sensitive teams, second-site resilience | | Outside any platform | Anywhere else | Employment and training bonuses; full package only in regions with no platform | Small specialist teams, product engineering |

The details matter to a buyer because they shape who can afford to quote low. The employment bonus is 17% of gross taxable income per stable Moroccan hire, capped at MAD 300,000, and the training bonus is 3.5% with the same cap. The aid is paid after the fact: the company pays tax normally and claims the following year. The conditions include at least 70% of services revenue exported and minimum headcount by stream, from 20 for a new ITO company up to 150 for an established CRM operator.
Our reading: the incentive tilts Morocco toward volume work and toward companies large enough to carry the filing burden. A twelve-person product studio in Marrakech can still be an excellent supplier, but it will not be priced by this scheme.
The strongest counterargument is that incentives do not guarantee lower prices to you. They reduce the supplier's costs, and the supplier decides whether to pass any of that on.
What the export data says about the mix
The most recent breakdown we could open covers the first half of 2025. Hespress reported preliminary Office des Changes figures of MAD 13.4 billion in digital and outsourcing export receipts to the end of June 2025, up 3.5% from MAD 12.9 billion a year earlier. The headline says "in 2025", but the number covers six months. By stream, ITO was MAD 5.25 billion, CRM MAD 4.19 billion and ESO MAD 2.58 billion; the article does not give BPO and KPO for the half-year. For full-year 2024, the same article gives MAD 26.2 billion split ITO 40.3%, CRM 37.4%, ESO 13.2%, BPO 8.9% and KPO 0.2%.
Two cautions. Growth of 3.5% in a half-year is slow next to the targets: the minister's stated aim, as reported by FNH on 28 January 2026, is to "double" exports to about MAD 40 billion by 2030, which from MAD 26.22 billion is closer to a 50% rise. The article does not reconcile the wording. And these are receipts, not a headcount of engineers you can hire.
For a buyer, this means Morocco's depth is in voice, chat and back-office work for French-speaking customers and in mid-level IT services. It does not show a deep pool of specialised AI or product engineers, and no export statistic opened for this guide addresses that.
Connectivity, labour and currency
Telecom data from the regulator ANRT, reported by Infomédiaire on 26 June 2026, shows 57.06 million mobile subscriptions at the end of March 2026, 41.08 million internet subscriptions (up 3.05% year on year, about 38.1 million of them mobile) and roughly 1.5 million fibre-to-the-home lines. The national figures say little about a given park, so ask your supplier for its own carrier and failover setup.
On the labour market, the HCP published a strict unemployment rate of 10.8% for the first quarter of 2026, with 29.2% among 15-24 year-olds, and its home page shows 9.5% for the second quarter. Both notes use a new survey (EMO2026), so do not compare them with older series. High youth unemployment points to a supply of entry-level candidates. It does not tell you how many of them have the language and technical skills you need.
Bank Al-Maghrib reported that the dirham gained 0.2% on the euro and 0.3% on the dollar in the week of 9 to 15 July 2026, with official reserves of MAD 495.5 billion at 10 July. A single week is a snapshot. If you pay in euros, the question is whether your supplier's costs and revenues are in dirhams.
Data protection under Law 09-08
Law No. 09-08 of 18 February 2009 and its 2009 decree remain the basis. DLA Piper's summary, last modified 20 March 2026, says processing generally needs a prior declaration to the CNDP, with prior authorisation for sensitive data and national ID numbers. Transfers abroad need prior CNDP authorisation unless the destination offers adequate protection or an exception applies, and the CNDP reads the legitimate-interest exception narrowly. No data protection officer is required, and there is no specific breach notification duty. Fines run from MAD 10,000 to MAD 600,000, doubled for legal entities, and prison terms of three months to four years apply to individuals.
The practical effect for a European controller is that your processor in Morocco may not have a legal duty to tell you promptly about a breach. Put that duty, with a deadline, in the data processing agreement. This is general information, not legal advice, and the CNDP site itself was unreachable when we tried it.
Time, politics and the offshoring owner
Morocco ended its permanent GMT+1 setting. A decree published in the Official Bulletin on 29 June 2026 returns the country to GMT from 20 September 2026, repealing the 2018 decree. The article does not say whether any Ramadan arrangement remains. Since European clocks keep shifting by season, state your overlap hours in local time for each side and re-check after the next changes.
On 16 October 2026, the King appointed a new government. Ahmed Rahhou is Minister of Artificial Intelligence, Digital Transformation and Administration Reform, and Ryad Mezzour holds Industry, Commerce, Investment and Economic Inclusion. We did not find who now owns the offshoring offer, so treat the incentive framework as in place but its implementation as something to confirm.
Buyer guidance
Check
- Which of the three positions the supplier occupies, and whether it has actually filed for the incentives.
- Its CNDP declaration or authorisation reference and, if it will export data, the transfer authorisation.
- Backup power and two independent internet links per site.
Ask
- Seats by language and by stream (CRM versus ITO), plus attrition over the last twelve months.
- Whether the quoted price is net of incentives, and what happens if the incentive is reduced.
- The named breach contact and the notification deadline in hours.
Decide
- Casablanca or Rabat for scale and talent depth, or a secondary city for lower cost and as a second site.
- Overlap hours stated in both time zones, with a review date after each clock change.
- A review clause for 2027, once the government's plans for the offshoring offer are known.
The Morocco country page and the directory list companies by sector and city; use them to build a long list, then check each against its own licences and references. The partner search filters further.
Frequently asked questions
Is Morocco only for French-language work? French is the base, and the headline data is built on CRM and ITO for francophone markets. We found no source in this research on Spanish-language capacity, so ask for named teams and test samples.
Do Moroccan outsourcing companies get tax breaks? Under Circular 15/2025, qualifying companies can claim income tax and corporate tax relief plus employment and training bonuses, from 1 July 2025 to 31 December 2030. Conditions include 70% export revenue.
Does Morocco require breach notification? Not under Law 09-08 as summarised by DLA Piper, so write the duty into the contract.
What time zone is Morocco on now? GMT since 20 September 2026, after the end of the GMT+1 regime.
